Evaluation of the Quality of MERO Proposals and Competitive Calls

Over the last two years, the quality and number of project proposals received from the Middle East and North Africa (MENA) has declined, with the result that there has been a sharp decrease in the project portfolio of IDRC's Regional Office for the Middle East and North Africa (MERO). What are the reasons for this decline and what can be done to address the situation? This evaluation is expected to answer these questions. The primary intended users of the evaluation are IDRC programs implementing development research competitions. The overall aim is to increase the number of high-quality research proposals from the region in globally competitive calls.
