Better economics: measuring the benefits of climate change adaptation with stakeholder analysis

Innovative ways of measuring the costs and benefits of climate change adaptation options are the subject of Better economics: supporting adaptation with stakeholder analysis, a recent briefing note from the International Institute for Environment and Development. A case study of drip irrigation in Morocco demonstrates how stakeholders’ voices can be incorporated into cost-benefit analysis (CBA) to help decision-makers make more effective and equitable adaptation investments. Traditional CBA provides information on the financial feasibility and efficiency of alternative policy options but often fails to capture the full benefits of adapting to climate change. This is because it is difficult to set a value to some benefits, such as improved learning and capacity for adaptation. Moreover, models often do not consider how costs and benefits are distributed across stakeholder groups and sectors. 

As the brief shows, researchers can incorporate non-monetary benefits and equity concerns into conventional models by taking into account the views of stakeholders and assessing how decisions will affect different groups. This allows policymakers to prioritize interventions that benefit the most vulnerable. Such information allows for a more transparent negotiation and a better understanding of what can happen depending on what choices are made.
