Mario Scerri is Professor of Economics and Senior Research Fellow, Institute for Economic Research on Innovation, Tshwane University of Technology, South Africa.

Helena M. M. Lastres is Head of the Office for Local Production and Innovation Systems and Regional Development at the Brazilian Development Bank.
